Producing decent work indicators: contested numbers at the ILO

Abstract The article investigates the production of decent work indicators within ILO, to demonstrate that developing measurement infrastructures in global policymaking requires political work. concept responds perceived marginalization ILO social and labor policy was supposed provide a new unifying normative framework for organization. shows creating encountered challenges due its highly politicized process. Proponents quantification (mostly workers’ representatives) opponents employers’ disagreed about function indicators: should they be country-specific or allow universal assessment progress from above. In effect, although have been integrated into Sustainable Development Goals—mostly as part goal no. 8, many are still incomplete. As result, did not establish “framework assessment,” which would guided by standards allowing “govern at distance,” could initiate paradigmatic shift, impeding infrastructuralization measurement. Theoretically, advances our understanding formulation design on transnational level showing foundation knowledge-based instruments.
